 Patrick de Silva has been appointed as the Deputy Commandant of the Special Task Force (STF), a notorious Police unit reportedly responsible for extrajudicial killings and torture, following the retirement of T.F Hadji.

The task force was subject to a damning report released by the International Truth and Justice Project (ITJP), which detailed alleged human rights violations, including torture, killings and extrajudicial killings and abductions conducted by the unit. The STF were originally trained by ex British special forces through a private company called 'Keenie Meenie Services' in the early 1980s and in recent years have been trained by Police Scotland. Earlier this year Police Scotland renewed their training contract despite an investigation into war crimes committed by British mercenaries linked to the STF being opened by the Metropolitan police. The ITJP report noted that more than 3,500 Sri Lankan police have reportedly been trained by the Scottish Police Academy since 2007.
