The governor, who is appointed by the government directly, said Ms Sasitharan had requested more time to submit witness testimony to the inquiry, reports Global Tamil News.
The deadline for the submission of evidence to the OHCHR Investigation into Sri Lanka (OISL) was October 30.
Drawing attention to Ms Sasitharan's attendance of the 27th session of the UN Human Rights Council in September, Major General Chandrasiri questioned whether the NPC had given her permission to attend.
He accused the UN of using the TNA to collect evidence for the inquiry.
The Sri Lankan government has already launched an investigation into, what it has described as a "plot" by the TNA, to collect information on atrocities committed during the armed conflict to submit to OISL.
