The United States, encouraged Sri Lanka to institutionalise the Public Private Partnership (PPP) model for investment in development projects, reprots Colombo Page.
Speaking at Sri Lanka’s National Conference on Public Private Partnerships, US Ambassador Keshap said governments across the world are emphasising the use of PPP’s to help deliver public services, adding,
“By providing training and capacity building in the areas of public private partnership[s and electronic government procurement we will be helping to create a stronger PPP enabling environment which will encourage future private sector involvement in PPS.”
The conference was organised by Sri Lanka’s Ministry of Public Finance with support from the United States Agency for International Development (USAID) to explore strategies and techniques to effectively manage PPPs.
Highlighting US assistance to Sri Lanka’s Ministry of Finance, Mr Keshap added,
“We recently helped the Department of Public Finance of the Ministry of Finance to publish a report on PPS and to develop a roadmap to assess the current legal, regulatory, and business environment around PPS in comparison to international best practices. Taking the report and the roadmap as a base, we are helping the government to create a PP framework. We are also helping them implement some of the recommendations included in the report such as setting up a national PPP unit and a national PPP committee, the development of a national policy and strategy on PPPs, and assistance with revisions to the legal regulatory framework.”
