Sri Lanka’s parliament's High Post Committee has approved Dayan Jayatilleke to be appointed as the government’s ambassador to Russia, despite opposition from the Janatha Vimukthi Peramuna (JVP) and the Tamil National Alliance (TNA).
Mr Jayatilleke previously acted as Sri Lanka's Permanent Representative to the United Nations in Geneva between June 2007 and October 2009. It was during that time that Sri Lanka launched a massive military offensive, killing tens of thousands of Tamil civilians. Mr Jayatilleke led the Sri Lankan government delegation that lobbied against calls for an international investigation into war crimes and crimes against humanity.
His appointment was opposed by several non-governmental organisations earlier this year. The mostly southern based NGOs said in a joint letter that it was under Mr Jayatilleke’s leadership that Sri Lanka “witnessed a hostile position” from the UN Human Rights Council stating that a “2009 Special Session debacle ultimately had a significant impact in convincing the international community including the members of the UNHRC that grave violations took place in Sri Lanka and that an independent international investigation was required”.
“We also note that Dr. Jayatilleke who was subsequently appointed Ambassador to France was unable to prevent the French Government from voting against Sri Lanka in these resolutions, demonstrating his ineffectiveness as a head of mission,” the letter added.
